Out of a field of 38, I made it to top 8 on a 3-0-1 run at my regular shop. I bought an Azorius guild box and this is what I built from that:
Creatures (16, not counting Keyrune...)
1 Trained Caracal (lifelink)
1 Azorius Arrester (detainer)
1 Fencing Ace (double strike)
2 Concordia Pegasus (flyer)
1 Keening Apparition (enchant kill)
1 Precinct Captain (first strike, token maker)
2 New Prahv Guildmage (flyer giver, detainer)
2 Vassal Soul (flyer)
1 Seller of Songbirds (token maker
1 Tower Drake (flyer)
1 Skymark Roc (flyer. bouncer)
1 Hussar Patrol (flash, vigilance)
1 Archon of the Triumvirate (flyer detainer)
Sorcery/Instant/Enchants (0/1/6)
1 Syncopate
1 Ethereal Armor
2 Soul Tithe
1 Paralyzing Grasp
2 Detention Sphere
Artifacts (1)
1 Azorius Keyrune
Land (16)
10 Plains (later to 9)
5 Island (later to 6)
1 Azorius Guildgate
Sideboard
2 Inaction Junction
1 Blustersquall
1 Mizzium Skin
1 Dispel
2 Ethereal Armor
1 Paralyzing Grasp
(There were add'l blue, white and blue/white spells that to me didn't make the grade, and are therefore not listed.
I don't normally run that many enchantments, but I focused more on detain than populate. It worked quite well, as I defeated a Golgari deck, had a three-game draw with a Selsyna, defeated a mirror-match Azorius, and beat another Golgari. The detain abilities and my number of flyers (aided by the Guildmages and Keyrune) were sufficient to wear folks out with attacking in most cases. In most matches, I held back the Keening Apparition, and it assuredly saved me in the mirror match - twice destroying Martial Law at a key point. The Tithes were saved for normally 3,4, and 5 drop threats when the opponent was trying to catch up or keep up to my flock. Most always resulted in them sacrificing the permanent.
The end result was 11 booster packs won!!!
