Once again, the text needs to be corrected.

What it should read:
When you play Funky Chicken, an opponent may do the chicken dance. If they do, counter Funky Chicken.
At the beginning of each opponent's upkeep, they may do the chicken dance. If they don't, take away half of their life points, rounded down.

It at first seemed like the spell cost too little, but it's too easy to counter, so it seems fair. Overall, this card would not end up in an Un-set because of how simple it is to counter, although it is quite funny. 3 for you.
