No. Just...no. first of all, 9B? secondly, it's a creature? It sounds like a really badly thought out instant. Try something like this, "If your opponent were to discard a card, you may discard a card from your hand. If you do, both are removed from the game." Much less confusing, and a much better effect. This gets a 1 until you remake it. And please...please give it a reasonable mana cost. Just...no. Unless by discard, you meant destroy or sacrifice. That would definitely take care of anything with Regenerate then. But still, it wasn't thought out very well.
