A one-sided Ring of Destruction (banned, btw) with no downside for the turn player and the same cost as Tribute to the Doomed, plus it calculates effect damage based upon current ATK, not original ATK, so the target monster can be pumped up by equip cards also equipped by turn player to amplify the effect ...
Instantly and irrevocably banned, forever, due to too many advantages to the turn player. No real way to balance this card's effect either, without compromising what the card is meant to do.
