I would have rated this card much higher if it added one burden instead of 3. By winning both the regular and fierce skirmishes, this card could easily add 6 burdens in one turn, which is far too broken. There are enough support cards to add burdens without this minion's game text.

Great idea, just got a bit carried away

Another idea:
Regroup: Exert The Nine Servants four times to add three burdens.

This way it is concievable to add the three burdens (once a turn) as long as they dont take a wound.
