The first effect is fine, as it telegraphs your next draw to your opponent and does so at 1/4 of your starting lifepoints. However, the second effect is overpowered due to it being the more desireable effect and causing immediate reward (since you activate Card of Destiny on your turn by virtue of it being a normal Spell card) for only 1000 lifepoints more than effect 1.
The effect should be significantly more limited, since it allows you immediate access to something which enables the win condition of your deck and sidesteps the chance of the draw (the holy grail of deckbuilding). I propose that effect 2 should come with a 5000 lifepoint cost (example: Cyber-Stein) and discard 1 random card from the hand when the effect resolves (possibly losing a crucial card for a combo in the process, maybe even the one you pulled out of the deck with the effect, since it would be in your hand at effect resolution). |
