Good job! But I think that this skill:

"[Active](V)Soul blast (10) Counterblast(1) units Eclipse Goddess retires all enemy rear guards."

should have more counterblast to balance it out.. 2 counterblast is about fine. And maybe reduce soul blast to 6/7/8? i don't use OTT so I am not quite sure how easy it is to soul charge..

Anyway, good job, keep it up

Soulcharging seems a little tough for OTT, you should balance out the skill, like
instead have a megablast [Soulblast 8, Counterblast 5]. However, great pic for the card! =)

I lessened some effects. I thought that drive triple check was a bit too overpowered so, i added the restraint. But i removed it now .. and some useless effects. Added Limit Break.

This is a perfect card for the tsukuyomi deck the only thing is the limit break is too uneven because it cost 3 while on average they cost 4 at the least.

I think it should read:

ACT[V]LB4(This ability is active if you have 4 or more damage): [Counterblast(2)] Look at the top five cards of your deck. Put them back in any order on the top and/or bottom of your deck.

CONT[V/R]: If you do not have (Godhawk, Ichibyoshi), (Goddess of the Crescent Moon, Tsukuyomi), (Goddess of the Half Moon, Tsukuyomi), and (Goddess of the Full Moon, Tsukuyomi) in your soul, this unit gets Power-2000. If you have them in your soul, this unit gets Power+2000.

CONT[V]: If you have (Goddess of the Eclipse, Tsukuyomi) in your soul, Power+2000 and in addition to twin drive, this unit makes an extra drive check when attacking.

ACT[V]: At the beginning of your Main Phase, you may soulcharge(1). If you soulcharged, this unit gets Power+1000 until end of turn.

ACT[V]: [soulcharge(2) and Discard 1 (Goddess of the Eclipse, Tsukuyomi) from your hand] Look at the top three cards of your deck. Put them back in any order on the top and/or bottom of your deck. Until the end of your turn, this unit gets Power+5000.

Like the other Tsukuyomi's, the race should be Noble as well. I wrote the "Goddess of the ___ Moon, Tsukuyomi" because that's how the English text has them named.

I changed the -5000/+4000 Power thing because it's other Crossrides only end up with 11000 and +2000. The other half of the +4000 is in the Eclipse being in the Soul so it's not lost, just shifted to look neater and remind you of other Crossriders.

I considered reworking the final ability to Soulblast(7) instead of soulcharging(2) and add Critical+1. The reason for this is there aren't many cards that use the Soul in Oracle Think Tank. In Oracle Think Tank, 6 cards require Soul to be at 6 or more, 4 cards Soulblasts. There are also cards that require Soul to be empty to gain effects. There are plenty of cards that soulcharge in Oracle Think Tank if you ask me, Especially when you're giving this card "Main Phase: Soulcharge1 for 1000power." The Soulblast number is high because it would be adding a Critical.

I still think this card is too overpowered. Cards have at most 3 abilities. For a Crossride + Limit Break, At most just add a third skill to counterblast as Crossride usually adds +2000 power and Limit Break is usually 4.
If you may, I have a suggestion for the skills

CONT: 【V】 If you have <<Goddess of the Full Moon, Tskyoumi>> in your soul, Power +2000

AUTO: 【V】 Limit Break 4 (This skill activates if you have 4 or more damage) This unit gets Power +5000, gets: ACT: 【V】【Counter Blast 3, Discard one <<Eclipse Goddess, Tskyoumi>>】 If this unit's attack hits the vanguard, you may pay the cost. If you do, choose two of your opponent's rearguards, and they will not be able to use their skills for the rest of the game.

Limit Break skill may seem overpowered, but to activate it you need to have another copy of this card, and you can only activate it once per game unless you get a heal trigger and did not use your counterblasts during the entire game.
By the way, Not being able to use their skills means e.g: Weather Girl, Milk's skill of adding 4000 power to the boosted unit cannot be used and Security Guardian's special intercept also cannot be used for the rest of the game, and for those people who have a misconception of the rest of the game, that means when the game is over
