General description:
Paralysis Jutsu is one of those cards that doesn't get a whole lot of attention, and it deserves at least a little attention from people in the hunt for an answer to pesky Genin like Neji, Shikamaru and Gaara.

Uses:
There are quite a few ways to use this card, but the biggest use is as a Turn 3 bomb. If you are running Special Jonin like Hayate and Anko, this card can fill some space by allowing you to negate every Chunin and below ninja by removing their ability to add their power to the power in their team. Assuming you went first (and you are not being opposed by a Jonins' Intervention player), your opponent will have no Special Jonin or higher ninja on turn 3. Use this card and all of your opponent's ninja, with the exception of Rogues like 1/1 Haku and Withdrawal Kabuto, will be unable to add their Team Power, resulting in a team of (hopefully) 0. Your 4 (Assuming you played Hayate or Anko) will beat their 0.

Strategies and game play:
The best thing about this card is that it also works against Mental Power. If you are running Lightning and you need to eliminate Shikamaru's MP4+, you should probably run this card instead of (or maybe in addition to) Paper Bomb. The problem is, this card loses effect the later the game goes on, and becomes completely ineffective when the Jonin start to outnumber the other ninja in play. Thus, I would run this card as a sideboard against decks like Mental and Genin rush, but maybe not as a consistent maindeck.

Combos with other cards:
This card is funny to combo up with other cards that penalize Genin, like Preliminary Examination and Feather Illusion Jutsu, just to punish them. Otherwise, the only card I see this making a real splash in a concerted effort is Stay Out of This!, which can delay a higher-rank ninja entering play for a turn so you can dish out more paralysis.

Ways to counteract it:
It's a regular old jutsu, so Sharingan and Wind Scythe Jutsu make it say uncle. Temari (Wind Charmer) also makes this card too expensive to be worth its while.

Strengths/Pros:
-A Turn 3 bomb
-Common

Weaknesses/Cons:
-Loses efficacy later in the game
-Special Jonin or Higher is a bit harsh; Anbu is Super Rare
-Paper Bomb is generally the better card

Artwork and aesthetics:
I remember this scene: Anko is about to get eaten up when the ANBU descend on the scene and paralyze the kitties. Yay for Anko making a rare appearance!

Overall rating:
4/10; situational and limited, but may be worth testing out in ways beyond what I have described here.
