Powerbase: Tshwane can save you a lot of pool. If you are playing a lot
of cards that cost at least 1 pool (like the Slaughterhouse), you are
going to save 1 pool each turn. There are no free cards providing 1
pool per turn in the whole game - such cards usually have some
disadvantage, and Powerbase: Tshwane is no exception - it may be
stolen.
Fortunately, if you are the only player with Laibon vampires, nobody
would be able to "steal" this card. This card is far more reliable than
Powerbase: Los Angeles, since players won't be able to convert their
vampires to Laibon without special cards, as they can do to get some
Anarchs. And even most decks with Laibons won't get serious benefits
from the Powerbase unless they were specificaly built around it.
That's why you may generally rely on keeping the Powerbase for
yourself, and in the right deck it is amazing! For instance, my Deck of
the Month contains 17 cards that cost at least 1 pool, and in this deck
Powerbase: Tshwane can easily save 10 pool or even more. Obviously, you
should get it early, but aren't we talking about !Malks with their
Sibyl's Tongues?
