General description:
This is a great card, if you are using an alien deck that revolves around Tatooine. The most useful thing about it is that it reduces the deploy cost of aliens by 1 at same or adjacent sites. For the dark side this is significant because typically dark side aliens deploy for more and forfeit for less because they have higher power. I use him in bounty hunter decks to reduce deploy costs and with "court of a vial gangster you can turn high deploy low forfeit into average deploy and forfeit.

Uses:
most useful in a non-unique alien deck, so you can use his other ability to pull out a non-unique alien when deployed. But it is a straight forward character that is used for straight forward decks.

Strategies and game play:
Get him out as early as possible to make it easier to get more aliens out and faster.

Artwork and aesthetics:
I have always liked this picture. Anything decipher came up with that was not in the movie usually looked pretty good.

Overall rating:
5 out of 10. (though i feel this card is a must for most alien decks).
