I had used Oracle Guardian, Apollon in my OTT deck since I started playing, because I liked the skill of drawing and putting back into the deck. This made recycling triggers that can't normally be recycled much easier. However the Counter Blast 2 was draining, and Apollon needed to get a hit in before I could use his skill. The trade off was pretty good, that is, until I found out about this card.
As long as you have 6 or more OTT in your soul, whenever she attacks, whether VG or RG, her skill will go off, forcing you to draw one and put one to the bottom of the deck. Her skill is mandatory, so if you are forgetful, you need not fret, because this must happen before anything else. It's on declaration of the attack, so before your opponent even has a chance to guard, you reap the benefits of this skill.
Strategies and game play:
OTT has many cards that allow you to check the top card and put it to the top or bottom. Secretary Angel can reap full benefits of this, by taking the non-trigger unit you put on top of your deck and placing a trigger unit from your hand to the bottom (not recommended you do this with draw triggers). It's skill is not limited to only triggers though. If you have a card that is just sitting in your hand, and you can't really make use of it in this game, you can use her skill to place it on the bottom. If you didn't get what you needed from her skill, you can put the card you just drew to the bottom of the deck.
For the extremely talented, you can use her skill, as well as other OTT with similar skills to predict your future draws and Drive Checks.
Combos with other cards:
-If CEO Amaterasu's Soul Charge skill shown you a useful unit, but a non-trigger, you can use Secretary Angel's skill to snatch it up instead of putting it on the bottom.
-Oracle Guardian, Blue Eye, can effectively double Secretary Angel's skill, if it boosts her.
-Psychic Bird, Half Moon Goddess, Tsukuyomi, Oracle Guardian, Red Eye and Amaterasu can quickly fill the soul, making Secretary Angel's skill possible.
Ways to counteract it:
The first activation of her skill is pretty much guaranteed. She only has 9k power, so dispatching her isn't too much of a problem.
-Places triggers back into the deck
-Assists in sifting through the deck to get useful cards
-Skill always activates
-Skill has no cost
-Kind of weak
-Need plenty of soul for her skill
Her only release is in the Demonic Lord Invasion Booster Pack as a common.
Artwork and aesthetics:
I like the Painted style used for this card. I don't love it, but I like it. Her position on the card is a bit skewed, and I'm not sure what the point of the pose is supposed to be.
Let's talk about the pose a bit more, that's kind of throwing me for a loop. She's leaning to her right a bit and holding a mystical ball of light in the way I'd expect an exotic dancer to; to the side with one arm over her head, and back arched so her chest puffs out a bit. A Secretary Angel; what one would assume to be the most strict, uptight, Lawful Good units out there, and she's holding a magical ball how exotic dancers would. I'm not the only one who sees this, right? At least her stern expression fits the bill.

I'd rate her higher if she had a bit more power to back her up. Most of the other grade 3 OTT can break the 20k barrier easily, but even as vanguard with Milk boosting, she only hits 19k. Still, I'm more than willing to replace all my Apollon with her because her skill is far more consistent, and she doesn't shuffle the deck, which is key if you are playing for the late game and have an excellent memory.
