I am not positive, but the pre-constructed decks and the rule book only have ONE NetNavi in a deck. You can add three additional play cards to your deck - but you need to choose which NetNavi you wish to play. You have constructed the deck with two colors and have distributed the cards well between them using only a small quantity that require 5 power to play. I can't really rate the deck since I do not have the Promo from Grave and therefore don't know what it's play powers (card lore) are. It looks like it will be a great deck. I hope you enjoy it.

It is correct, you are only allowed 1 net navi per deck, and allowed 4 of every other card. You are only allowed to have 1 of each resource in play except for Viruses which are not unique, and you cannot have a resource in play that shares its name with your Net Navi.
