you can make this deck an advanced deck and works better without the forbidden cards. I am serious.
Other than that i think as you play because you are not playing 4x copies of every card i think your deck may be inconsistent

but just make sure it suit's you

I want to say something nice about your deck, but I cannot. Sorry, there so many problems it would be hard to explain all.

Try these advices, read this page that explain allot of combos for cloudian. and try to make the deck smaller

It is more simple and easy if you focus your deck in 1 strategy.

Bad Reaction to Simochi -> use only in your side deck.
Upstart Goblin -> it only combos with Bad Reaction to Simochi and The Eye of Truth , do the math 2 for each 60 cards in your deck, to combine other 4 cards for each 56 cards remain, what are the odds?

Card Rotator -> use enemy controller, or book of the moon, it gives you more combos,

Celtic Guardian -> don't use it, better use other monsters:

"Cloudian - Eye of the Typhoon" - I personally don't use this monster, Use none or 1- since it is more easy to summon "Cloudian - Nimbusman" with "Mother Grizzly"

"Cloudian - Ghost Fog" - I don't use this monster, i rater use more "Cloudian Squall" to place the counters

Confiscation, Cyber Jar, Pot of Greed, Time Seal, Snatch Steal - banned (try to avoid using banned cards)

Morphing Jar -> not part of theme deck, but use only 1 (limited)

Fog Control, Lucky Cloud ,Raging Cloudian, Rain Storm-> there is not need you to use this card, in fact most of the spell trap support of cloudian are obsolete.

Summon Cloud ->you could use more than 1, or use also monster reborn.

Final Countdown -> nice try, but you don't have enough stall against meta decks.

Moray of Greed -> use more than 1, if you use more water theme.

Dust Tornado, Raging Cloudian, Rain Storm -> use mystical space typhoon

Burn cards: I personal think that the deck is it better without the burn theme. Natural DisasterSkull Invitation , Solemn Wishes

Negate Attack -> you can use 2 mirror of forces per deck now.

ok, my advice for other cards (spell/traps)
Salvage (water) increase hand
Ultimate Offering
Water Hazard (water)
Forgotten Capital Lemuria (you can combo for xyz of higher levels)
Pot of Duality (for speed up draws)
Archlord Kristya (since you run with allot of fairies)
Solidarity (if you use only fairy monsters)
