In order to obtain you must have your deck listed in the correct format and must follow the rules within that format. Meaning Very Good job, it is fairly easier to receive with a block or unlimited deck due to the rules these decks must follow. In order to receive this with a casual deck it would need to be almost broken (hint. make good use of cards that cant be used in other formats) Must have a good combination: ninja/mission/jutsu/client effects Must have a good deck manipulation: drawing ability/chakra control(including hand cost)/cards in play Very Good job creating this deck. Go Anbu!!!
