This card cannot be Special Summoned. When this card is successfully Normal Summoned or flipped face-up, Special Summon 3 Snake Tokens(Reptile-type/WATER/ATK 0/DEF 0) on your opponent's side of the Field. The Snake tokens cannot be offered as a Tribute for a Tribute Summon. As long as there is a reptile-type monster on your opponent's side of the field, your opponent's monsters cannot attack In addition to its first attack, this card can attack once for every snake token on the field. If this card attacks an opponent's monster by this effect, destroy 1 snake token after the Damage Step. If there are no snake tokens on th field, this card is immediately destroyed.

too lengthy of an effect for my tastes, but change the "can't atk" part to "can't atk the tokens" and lower the attack and defense by 200 and it'd be cool

The Snake tokens need to have a level (like the Sheep tokens from Scapegoat are Level 1) so that they can be used for a Synchro summon.
I would use this card with Remove Brainwashing so as to have the tokens come back to my side of the field to use them for a Synchro summon after attacking once with Divine Snake Charmer (to keep some tokens and then Synchro with Urgent Tuning after activating Emergency Teleport) then attack with the Synchro that I summoned.
