An intriguing effect, but it would bypass certain rules and rulings of Yu-Gi-Oh! if you could affect a card that is still in play but not face-up on the field with an ATK/DEF decreasing effect such as this. One of the key game mechanics is that if the affected card is flipped face-down on the field, it is not considered that card name anymore for the purposes of any effects that affect cards on the field. Bypassing this while a card is on the field would break rulings for other cards, which would cause more problems than Konami wants with existing rulings. The only card I am aware of that affects cards globally (and still exempts cards already on the field) is Prohibition.
Better text for this card would be: Once per turn you can declare the name of one (printed) Monster on the field and reduce the ATK and DEF of the declared (printed) Monster to 0 while "Sapphire Tyrano" is face-up on the field. Up to 5 Monster names can be declared by this effect. |
