Lv 4 4.5k beater with repeatable and annoying effect that kills Fast Attackers?
That's just wrong.
if a non-evo creature is to have power greater than its Level, it had better have a "drawback" or no effects. Halon is a good example.
At the very most, this guy's power should be Heat Missile or even Barrage level.
