It is not bad, but for guaranteed land every round, even with a cost of 3 and tapping, It would be a rare card indeed. What if you can untap it and do it more? Maybe text limiting the amont of lands put out per turn..

I figured with a cost of 5 to put out and 3 to play a mana tapped, it was fairly balanced, as there are sorceries and such that do the same for less mana than 3
