This would be ridiculous if you combined it with the Frozen City stadium from the upcoming expansion (2 damage counters when anyone attaches an energy to a non-plasma pokemon) and/or with Ampharos from Dragons Exalted (3 damage counters when opponent attaches an energy).

I'm inclined to say that four is too many, but I bet that's just because I'd hate to play against a deck that had this!
