At the start of the Character battle step, if you have no other units in the Character arena, retreat Mas Amedda. Put a damage counter one one of your units -> Gain 1 build point. Play only during your build step. Mas Amedda was the Vice-Chair of the Galactic Senate during Chancellor Valorum's term, a position he held a decade into Chancellor Palpatine's rule.
