From left to right :

All these creatures have similar characteristics:
■ They are all dragons.
■ They all allow you to take additional actions during ur turn.
Bombazar, Destiny Dragon lets you take an extra turn.
The other Bolbalzaks let you attack or defend twice.
Bolbalzak EX fits in perfectly to this family, it reloads all your mana, ready to be used again. Also, a cost of 7, having a power of 6000, speed attacker and with a freaking awesome ability, this Dragon is a born ruler!
Yes, this is the Hunter remake of the classic TCG dragon, Bombazar, Dragon of Destiny. It gives you almost an extra turn untapping all your mana..
II.Moving over to Uses:
All creatures' usefulness is determined by its cost, ability, race, and synergy with meta.
Hmm.. It's attributes are pretty good.. 7 cost 6000 powered W. Breaker.. And with a freaking awesome ability.
Current JP meta seems to be revolving around three main ideas- control, rush, and assault. Volg Thunder for Control, Cyber N World+Bolbalzak Ex for Assault, and Dark/Water or Dark/Nature for Rush.
Combo Decks are mainly Crimson Sorge. All of the above will be later explained in detail in the Combo Section.
Also, examples of other decks using Bolbalzak EX could be Cosmo Cebu Assaults.
Bolbalzak EX untaps your mana and is a speed attacker.. In a way, alone, it can't achieve much, but with other creatures it can deal alot of burst damage. You can't really make a deck based around him, but yes, he is kept in the above mentioned deck types as a strong card.
Now lets take a look at a JP metadeck which uses EX:

Now, see those 2 italicized creatures, yes, one is Cyber N World, while the other is EX.

Mana Cost: 6
Race: Cyber Command
■ When you put this creature into the battle zone, each player shuffles their hand and graveyard into their deck. Then each player draws 5 cards.
■ Double breaker (This creature breaks 2 shields.)
These two have led to the creation of a new decktype "N EX".Bolbalzak EX has high synergy with Cyber N World. N World rinses your hand, while Bolbalzak EX lets you dump your previous hand into the battlezone.
Newbies may ask, what do you actually mean by that? Ok, let me try and explain-
We start off by accelerating our mana with means like Faerie Life and Jasmine,Mist Faerie. Seventh Tower and Shrine of Rebirth(restricted to 1 per deck) are also ideal to be used later.
Supposing you start off first, if your mana acceleration goes as planned, you should usually be left with 2 cards by turn 4 or 5. Now, supposing you have N World and Bolbalzak EX in hand. You can cast Seventh Tower and add 3 mana (supposing you have 7 already to use it's metamorph), with the additional 3 mana, you can summon your Bolbalzak EX, then it untaps all your mana to give you 10 mana, play N World and it will rinse your hand back to 5.
You then are left with 4 unused mana and 5 fresh cards in your hand. Hmm... now suppose you have Überdragon Bajula in your mana zone, and Sanctuary of the Mother in hand. You may cast it, put one of your little creatures to mana and evolve that Überdragon Bajula on your Bolbalzak EX, with the remaining 2 mana (+1 since a new mana was added and supposing you tapped Bajula to cast Sanctuary), you may cast another Faerie Life.
(P.S. mentioned Bajula since Empress Chirico is banned now.)
If you are lucky enough to have Romanesk, the Dragon Wizard in hand, you would play it(after EX untaps you for 10), gain 4 mana and play N World after it, then switch out a tiny creature and evolve Bajula on Romanesk, giving you plenty of mana and plenty of creatures.
With mana acceleration, there also comes the issue of mana retrieval, by which I mean taking back cards from mana, which are there due to mana acceleration, or were charged due to circumstances. When seeking for mana retrieval, look no further than Sol Habaki, Apocalyptic Sage or Geo the Man, Earth Titan. Simply put, these two are the best mana retrieving agents ever.
If you don't feel like retrieving mana, you can always use Danjoul. Well Danjoul has no synergy with Bolbalzak EX, but still can help you get out stronger cost 8 or less creatures like EMK.
EX can be used in Fire/Nature Dragon decks, which could be having him in it, but hopefully, now that the duelists have been introduced to a wider horizon, please make good use of this beautiful dragon.
III. Strategies and game play:
As said before, Bolbalzak EX is not a type of creature around which a deck can be based. It can just be used as a strong card. Apart from Fire/Nature dragon/hunter decks, there are lots of other decks this beautiful dragon can fit into. We shall now look at 2 decks, starting with a simpler one first:
Cosmo Cebu Lambda Assault:
Assault decks are decks coming under the category of beatdown decks, which tend to actively break opponent's shields. They are slower than rush decks, but tend to use stronger and more resilient cards than a rush. They usually end the game turn 7 or a little later.

Type: Evolution Creature
Race: Cyber Command/Alien
■ Evolution—Put on one of your fire or nature creatures.
■ Meteorburn—When this creature attacks, you may put a card under this creature into the graveyard. If you do, draw 3 cards.
■ Double breaker
■ At the start of your turn, you may take a non-evolution creature from your hand and put it under this creature.
What beatdown decks lack is draw power. Cebu Lambda's draw power is awesome and makes beatdowns 100% better. It has a reusable meteorburn, providing you 3+ cards for the cost of 1 card from hand. Lambda assaults use cost 2 accelerators such as Dreaming Moon Knife and Yattar Wan. Then, they use seekers such as Evolution Totem to bring out Cebu Lambda from thier deck and then evolve it. As obvious, speed attackers such as Gaial Kaiser(through Hyperspatial Shooting Hole) and Genji XX are used due to them being good blocker removals and assaulters. Bolbalzak EX however is used to charge an early F/N mana OR stored later for an additional free attacker. Bobo EX being a Fire/Nature creature also works to serve as an emergency bait for Cosmo Cebu.
Proof of Cosmo Cebu Lambda making a great addition to Beatdowns? I beat 2 Hyperspatial controls using mine. Need I say more?
