The average for star wars ccg characters, star ships and vehicles is that you pay one force for each unit of power. So a deploy 5 vehicle should be power 5 or a deploy 2 character should be power 2. Whenever you can beat this rule you have an advantage over all other characters, star ships and vehicles in the game. This is one of those cards. Because its advantages are limited to Bespin locations you should not use it unless you are going to use those locations. Because it has a super low deploy, controlling Bespin early can be easy especially if you get the other two.
Use with quiet mining colony or hidden base. You could also use it if your starting location is Bespin and your just not using an objective.

Back up for controlling Bespin or its related sectors. Because of its low forfeit and low ability it is ultimately support to your higher ability star ships.

You pay 2 force and get 5 power, so yeah not much opponent can do.
