I think this objective is better when it is not flipped. Bounty hunters are usually pretty powerful and their down sides are a poor deploy to forfeit ratio and low destinies. This objective takes care of one of those. I start with All Wrapped Up, First Strike and Power Of The Hutt. Power Of The Hutt helps get out some key characters and Jabba's Sail Barge. Force generation is always a problem with bounty hunter decks, so i try to get Jabba's Sail Barge early, then deploy Passenger Deck. Scum and Villainy, Jabba's Sail Barge, Chall Bekan and Lyn Me will help with high deploy costs too. Also i use Jabba from Jabba's Palace for even more force generation. I get Jabba out first thing using the Audience Chamber and then search my reserve deck to see where Scum And Villainy is. The sooner Scum and Villainy gets out the better. Once that is out you can star battles to retrieve 3 force and make opponent lose 1. Use all wrapped up, hidden weapons, bossk or IG-88 to capture characters. Once transferred to Jabba's Palace Prison, you retrieve 2 force and should be able to use We're the bait to make the opponent lose force. Lastly you can defend Tatooine to make opponent lose 1 force a turn plus whatever else you force drain for (the lightsabers help with that..
